GUIDELINES ON THE APPLICATION OF DIRECTIVE 94/9/EC OF THE EUROPEAN PARLIAMENT AND THE COUNCIL OF 23 MARCH 1994 ON THE APPROXIMATION OF THE LAWS OF THE MEMBER STATES CONCERNING EQUIPMENT AND PROTECTIVE SYSTEMS INTENDED FOR USE IN POTENTIALLY EXPLOSIVE ATMOSPHERES

These Guidelines are intended to be a manual for all parties directly or indirectly affected by Directive 94/9/EC, commonly referred to as ATEX ("Atmosphères Explosibles") Products Directive. Readers' attention is drawn to the fact that this guide is intended only to facilitate the application of Directive 94/9/EC and it is the relevant national transposition of the text of the Directive which is legally binding. However, this document does represent a reference for ensuring consistent application of the Directive by all stakeholders. The Guidelines are intended to help ensure the free movement of products¹ in the European Union² by consensus amongst Member States' government experts and other parties concerned.

These Guidelines have been prepared by the competent services of the Directorate General Enterprise and Industry of the European Commission in collaboration with Member States, European industry, European standardisation and Notified Bodies.
The European Commission services will undertake to maintain this Guide. It is our goal to ensure that the information provided is both timely and accurate. Note to the 4^th Edition – September 2012

This 4^th Edition – September 2012 is the last edition of the ATEX Guidelines on the application of Directive 94/9/EC. On 21 November 2011 the Commission issued a Proposal for a Directive of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to equipment and protective systems intended for use in potentially explosive atmospheres³, within the New Legislative Framework (NLF) alignment package, in order to align the European legislation on ATEX to Decision No 768/2008/EC establishing a common framework for the marketing of products⁴.

The Proposal is currently under discussion at the European Parliament and the Council and its final approbation is expected by the end of 2012 or beginning of 2013. When the text of the new aligned ATEX Directive is available, new adapted and restructured ATEX Guidelines will be drafted, in view of entry into force of the new legislation.

¹For the purpose of this guide the term "product" covers equipment, protective systems, safety, controlling and regulating devices, components and their combinations as they are defined in Directive 94/9/EC.

Single Channel Structure with Diversified Software - SELF tests

Description of Technique

This technique is distinguished from the normal type of single channel structure by a single, but nevertheless important feature : the software which has relevance to safety is incorporated twice, albeit in a diversivied form. The two versions of the program run consecutively, and determine, in different ways, the outputs relevant to safety, which are then compared.

The outputs from the first program run have to be put into a temporary store. There are three alternatives in regard to temporary storage and comparison:

a) external temporary storage, fail safe comparator

b) external temporary storage, externally tested comparator

c) internaI temporary storage, internaI comparison.

Characteristics and Special Features of the Technigue

This technique is designed to detect systematic software errors within those portions of the program which are set up using the principles of diversification. On account of the time diversity which occurs at the time the programs are being run, the effects of disturbances are also detected, provided that they make themselves evident up to the the comparison.

Special Factors in the Application/lncorporation of the technique

This technique will replace the verification of the two-channel diversified software sections; the remainder of the software and the hardware should be treated exactly as they would be in the case of a normal single-channel structure.

Checking

The specified properties of this technique are checked by checking for the diversity in the sections of the program which are involved, by means of a check as to the contents of the comparison programs and through an analysis of the switching circuitry which brings about the comparison being made, as well as by fault simulation, at the comparator and in the software by means of a microcomputer development system.

Single Channel Structure

Description of Technique

Single channel structures comprise one functional unit for the carrying out of the specific function. In order to prevent a dangerous failure in the event of fault, the correct functioning of such a system must be tested periodically or continuously monitored. If periodical testing used, then the test cycle must be in line with the fauit tolerant interval of the process being controlled. Since testing monitoring of the time base of a control system is only possible means of a second time base, single channel control systems must always be provided with a second independent time base. There must be monitoring in respect of the correctness and completeness of its performance of the individual program modules - in which the XX modules will also be included.

Characteristics and Special Features of the Technique

In the case of control systems with a single channel structure and periodical testing or continuous monitoring, at least aIl those faults will be detected for which the testing and monitoring systems have been designed; a further proportion of aIl the possible faults will be detected through the nondangerous but detectable fault reactions on the part of the control system. When monitoring techniques are used, also the effects of disturbance can be detected. The maximum latency period for faults, in the case of single channel structures with periodical testing will be given by the XX of the test cycle time and the test time.

Test standard de l'UC :

L'UC d'un micro-contolleur comporte un certain nombre de ressources qu'il faut tester. Nous avons :

Les registres :

1) Un test de registres, peut être assimillé à un test standard de RAM et peut même être intégré à ce dernier dans de nombreuses architectures de processeurs.

Ce test a pour objectif de contrôler l'aptitude d'écriture-lecture des registres individuels tout en vérifiant l'absence de diaphonie entre divers bits proches (écriture involontaire d'un bit proche du bit écrit ou testé), tout en vérifiant également l'abscence de possibiIité d'adressage d'autres registres (on pense écrire dans un registre et non seulement on écrit dans ce regitre mais également dans un autre registre sans le savoir), en vérifiant la diaphonie entre divers mots.

Lorsqu'il existe des indicateurs d'état dont le résultat est réuni dans un registre, le test doit également porter sur ce registre. Le test de registres doit être effectué avec au moins deux configurations binaires (généralement complémentaires).

2) Un test de mise à 1 et à 0 des indicateurs d'état par les conditions associées. Ce test contrôle la mise à 1 et la mise à 0 correctes des indicateurs par les conditions de base. Tous les indicateurs doivent être au moins testés individuellement.

3) Un test de possibilité d'interrogation des indicateurs par des instructions conditionnelles. Ce test contrôle l'évaluation correcte de l'état des indicateurs correctement mis à 1. La possibilité d'interrogation de tous les indicateurs doit être testée au moins individuellement.

4) Un test de l'exécution correcte des fonctions de l'UAL (unité arithmétique et logique) doit être effectué avec au moins deux configurations binaires différentes (généralement complémentaires).

5) Un test d' exécution correcte des instructions. Les fonctions non encore utilisées par les tests précédemment effectués doivent être testées dans la mesure où elles sont utilisées dans le programme applicatif. Les fonctions pouvant et devant être testées dépendent de l'application considérée.

L'exécution périodique et complète du test doit être autocontrôlée, de même que l'aptitude de l'UC à délivrer un message à l'extérieur en cas de détection de fautes.

B-type standards B-type standards deal with specific aspects of machinery safety or specific types of safeguard that can be used across a wide range of categories of machinery. Application of the specifications of B-type standards confers a presumption of conformity with the essential health and safety requirements of the Machinery Directive that they cover when a C-type standard or the manufacturer's risk assessment shows that a technical solution specified by the B-type standard is adequate for the particular category or model of machinery concerned. C-type standards C-type standards provide specifications for a given category of machinery. The different types of machinery belonging to the category covered by a C-type standard have a similar intended use and present similar hazards. C-type standards may refer to A or B-type standards, indicating which of the specifications of the A or B-type standard are applicable to the category of machinery concerned. When, for a given aspect of machinery safety, a C-type standard deviates from the specifications of an A or B-type standard, the specifications of the C-type standard take precedence over the specifications of the A or B-type standard. Application of the specifications of a C-type standard on the basis of the manufacturer’s risk assessment confers a presumption of conformity with the essential health and safety requirements of the Machinery Directive covered by the standard. Certain C-type standards are organised as a series of several parts, Part 1 of the standard giving general specifications applicable to a family of machinery and other parts of the standard giving specifications for specific categories of machinery belonging to the family, supplementing or modifying the general specifications of Part 1. For C-type standards organised in this way, the presumption of conformity with the essential health and safety requirements of the Machinery Directive is conferred by application of the general Part 1 of the standard together with the relevant specific part of the standard.
